Zhao Di, a 33-year-old Chinese National was arrested on the spot, for negligent driving in Tokyo.
According to investigations, Di rear-ended a bicycle rider, Takuya Matsumoto (53), striking his head and causing other injuries. He was transported to the hospital unconscious, but later died.
