The suspect, Gao Han, 24, known by his Japanese name Morinari Kodaira, is the owner of the scrap buying business “Kodaira Shoji” in Tsukidate, Kurihara City. He is suspected of employing two Nepalese men as laborers from September 22 to October 31, despite them lacking permits for activities beyond their visa qualifications.
The police uncovered the involvement of “Kodaira Shoji” during an investigation into a theft case that occurred last month in Kurihara. On November 1, they arrested the two Nepalese workers for violating immigration laws.
